You can create fog with the brush tool in Photoshop. Simply choose 25 to 30% opacity in the opacity box located in the tool bar when the brush tool is selected, and then choose a very large brush with a very soft edge. Make the foreground color box at the bottom of the tools palette white, and then brush the fog where you want it. In this composite, I first placed the velociraptor in the fantasty landscape (created by Artmatic Voyager), and then I added the fog. It took a few brush strokes to place the fog as I wanted. By brushing over the same area more than once, the density of the fog builds.
