You can create mist and low lying fog in Photoshop by using the brush tool on a lowered opacity. To add the misty environment in this shot of a velociraptor, I made the brush tool very large with the right bracket key on the keyboard, softened the edge of the brush, and then lowered the opacity to 20%. I placed an off-white color in the foreground color box at the bottom of the tools palette and then applied the brush in horizontal movements. It takes a bit of trial and error to create something that looks realistic, but when done correctly the result is pretty realistic. I created the fantasty landscape in the background with the program Artmatic Voyager.
