Some of the best art deco I've seen is in Riga, Latvia. The ideal lighting in my opinion for this kind of architectural detail is soft and diffused light like you see here. The problem that often happens, though, when you include the sky with diffused light is that the sky becomes blown out -- i.e. solid white. That ruins the picture, though, because all of that whiteness is distracting. The solution is to replace the sky with the type of clouds that would create diffused light. For situations like this like, it's good to have a folder full of cloud pictures. In my cloud folder, I have storm cloud photos, sunrise and sunset shots, blue skies with puffy white clouds, rainbows, lightning, etc. I use these backgrounds all the time to take ordinary photos (or even pictures that would otherwise be trashed) and turn them into a successful images.
