There are at least a million tourists in Venice during carnival, and starting in the late morning San Marco Square becomes choked with people. That's why my photo tour groups get to the square at dawn. The costumed models know the best pictures are taken from dawn until about 8:30am, so that's why they start gathering very early. If you don't use flash in the very dim light, that means the ISO has to be set very high. In this picture, had I used the typical on-camera flash, the beauty of the lighting would have been lost. Even if off-camera flash illuminated the model, I feel the magical quality of the light you see here would have been diminished. My settings were 1/30, f/4, and 5000 ISO. I used Neat Image software to mitigate the noise, and I switched on the image stabilization feature on the lens because the shutter was so slow. I handheld the camera, and my lens was a 24-105mm zoom.
